Resolution 71 is now a funded programme with budgets and timelines, not a statement of intent. Free public schooling and a large push on English teaching remove two of the arguments private and bilingual schools have relied on. Domestic bilingual schools feel it first. Premium international schools have more room, but will need to show what they offer that the state system cannot.
